Making video recordings of young women and girls without legal basis
In August 2020, video footage of scantily clad girls was surreptitiously taken by the recipient of the fine at a shopping mall. This was noticed by a passerby, who alerted the mall’s security. The latter informed the police, which secured a camera and 8 memory cards in the fine recipient’s backpack, on which a total of 156 video files were found. These video files were created in the years from 2013 to 2020 and show in particular young, female people in skimpy clothing. Some of these individuals were recognizably younger than 14. The recordings were taken in public places such as streets or shopping malls.
The persons concerned were specifically recorded without their knowledge and consent, with the focus of the recordings being on the buttocks and abdomen of the girls. In some cases, the fine recipient approached to within inches of the victim and followed them for up to 38 minutes.
The decision is legally binding.
